Opportunity to join an international solar manufacturing company that already operates a large solar panel factory and is now building a second facility dedicated to solar cell production.
The Facility Manager oversees all on-site construction, permitting, and project-control activities for a new photovoltaic cell manufacturing facility in South Carolina. This role ensures that EPC work proceeds safely, efficiently, on schedule, and in full regulatory compliance. The position requires hands-on EPC experience-ideally in the solar, semiconductor, or advanced-manufacturing sectors-and strong ability to coordinate with city, county, and state (SC DHEC) agencies and third-party partners.
Key Responsibilities
· Government Permitting and Compliance
- Coordinate with all governmental levels (city, county, state dhec) to obtain and maintain required permits such as site plan approval, commercial plan review, air construction permit, wastewater pretreatment permit, stormwater NOI, and RCRA registration, etc.
- Collaborate with third-party environmental or engineering consultants to prepare and submit technical reports and compliance documentation on time.
- Track all permit timelines, submission requirements, and renewal deadlines to ensure uninterrupted compliance.
- Represent the project in meetings, inspections, and audits with local officials, regulators, and inspectors.
- Maintain complete records of permits, inspection reports, and official correspondence.
· EPC Site Management
- Manage on-site construction for a facility totaling approximately 11 acres, coordinating all contractors and subcontractors.
- Work closely with the General Contractor on MEP (Mechanical, Electrical, and Plumbing) scopes through all construction phases.
- Ensure adherence to approved drawings, specifications, and quality standards; perform routine field inspections.
- Enforce compliance with OSHA, EPA, and South Carolina safety and environmental regulations.
- Conduct regular toolbox talks, safety meetings, and incident investigations; coordinate corrective actions with contractors and EHS teams.
· Project Execution and Controlling
- Monitor project milestones, budgets, and deliverables to ensure on-time and within-budget completion.
- Maintain accurate daily logs, progress reports, timesheets, and construction records for full traceability.
- Build, organize, and manage the project documentation system, including drawings, submittals, RFIs, and change orders.
- Work cross-functionally with internal departments and externally with contractors, consultants, and government authorities to resolve schedule or cost issues.
- Oversee project turnover and lifecycle activities, ensuring smooth transition from construction to production operations.
Qualifications
- Bachelor’s degree in engineering, project management, or related field.
- 5+ years of EPC or industrial project-management experience, preferably in solar, semiconductor, or high-tech manufacturing.
- Proven record managing site-level construction, contractors, and permitting with government agencies.
- Strong knowledge of South Carolina building, environmental, and safety codes.
- Proficient in MS Project, Excel, PowerPoint, and document-control systems.
- Excellent communication, reporting, and coordination skills.
- PMP certification or equivalent experience preferred.
