We are seeking an experienced HR, General Affairs Specialist to support overall corporate operations and governance. Reporting to senior management, this role is responsible for overseeing core internal functions including human resources, administration, legal compliance, and IT infrastructure, ensuring smooth and efficient business operations throughout the project lifecycle.

Our client is an offshore wind project operating company in Japan, established to develop and operate a large-scale renewable energy project in partnership with major domestic and international stakeholders. The organisation plays a key role in supporting Japan’s energy transition through the delivery of utility-scale offshore wind power.

Role Overview

We are seeking an experienced HR, General Affairs Specialist to support overall corporate operations and governance. Reporting to senior management, this role is responsible for overseeing core internal functions including human resources, administration, legal compliance, and IT infrastructure, ensuring smooth and efficient business operations throughout the project lifecycle.

Key Responsibilities

Legal & Governance

  • Support Board and management committee operations, including meeting coordination and minute preparation
  • Establish and maintain internal regulations and compliance frameworks
  • Draft, review, and manage contracts related to offshore wind projects in coordination with external counsel
  • Implement legal risk management and compliance programs

General Affairs

  • Manage communications with relevant government authorities and external stakeholders
  • Oversee office facilities, equipment, and administrative procurement
  • Manage internal documentation, contracts, and office operations

Human Resources

  • Plan and execute mid-career recruitment activities
  • Manage labor administration in coordination with external consultants (payroll, insurance, attendance, and working conditions)
  • Design and operate performance evaluation, compensation, and employee development frameworks
  • Promote internal communication and employee engagement initiatives

IT & Digital Operations

  • Oversee external IT vendors and office IT infrastructure (hardware, software, cloud services)
  • Provide internal IT support and system troubleshooting
  • Implement cybersecurity and information security measures
  • Drive digital transformation initiatives to improve operational efficiency

Requirements

  • 5+ years’ experience across HR, general affairs, legal, and/or IT functions
  • Solid knowledge of recruitment, labor management, and corporate administration
  • Experience with contract drafting and review
  • Working knowledge of IT infrastructure, cybersecurity, and cloud systems
  • Strong leadership, organisational, and problem-solving skills
  • Experience in renewable energy or offshore wind projects is an advantage
  • Japanese Native/Fluent, Business-level English proficiency (TOEIC 800+ or equivalent)
