HV Control Engineer required for a major Offshore Wind Farm Developer based in France.
Responsibilities
- Act as Chargé de Conduite.
- Monitor, operate and manage project’s Electrical Network.
- Monitor & coordinate activities on the Electrical Network to ensure Electrical Safety for project’s personnel and assets.
- Coordinate, perform, oversee and authorize switching operations for Electrical Safety Isolations and Electrical Network operations on OSS, Array Cables, FOU and WTG assets.
- Operate and demonstrate Electrical Network equipment and systems supplied by Contractors provide the functionalities and operation requirements described in the Employer’s Requirements and in the operation and maintenance plan.
- Involved in HSE on a daily basis mainly in terms of Electrical Safety.
- Ensure safe switching, operations, incl. execution of work in accordance with project’s electrical safety rules.
- Proactive, superb coordination and communication between all parties to ensure that the Electrical Safety process works effectively.
- Develop strong, positive, and robust electrical safety culture.
- Ensure high quality of MV/HV Network commissioning works and review of related documentation.
- Communicate with grid operator (RTE), across packages and various contractors.
- Always optimize Wind Farm production to export maximum power production.
- Operate and manage project’s Control Room, its operational logs and electrical safe system of work.
- Maintaining day log of operational and switching activities.
- Ensures compliance with all local and national grid code requirements, provide inputs and reports to Grid provider.
- Ensure compliancy with country electrical safe standards & regulations.
- Provide inputs to and manage project’s Electrical Safety Rules.
- Participation and preparation of Electrical Safety documents, processes and procedures.
- Key role in Interface to the Grid operator RTE.
- Review and comment on applied PtW requests and RAMS.
- Act as the Electrical Safety Control Engineer (ESCE), responsible for final decision on switching activities.
- When required act as Senior Authorized Person, apply/remove LOTO and/or perform local or remote switching operations.
- Monitoring and authorizing all local and remote HV & MV switching operations on behalf of the project.
- Preparing cross-package switching protocols.
- Communication of all outages and activities impacting the stakeholders.
- Coordinating Emergency Response with the stakeholders.
- Coordination with operators of other systems and interconnection points before carrying out switchings.
- Update and comment on LV/MV/HV Single Line Diagrams.
- Monitor and operate Electrical equipment via SCADA systems (incl. signal testing).
- Preparing method statements, switching protocols and switching schedules.
- Responsible for SCADA monitoring, handling of alarms and the identification of necessary measures.
- Active control the Electrical Network during SIT and until Network Handover to Asset Management.
- Inspect work locations and perform site safety inspections and audits for electrical matters.
- Implement and provide training programs for relevant personnel acc.to project Electrical Safety Rules requirements.
- Coordinate with MC before and after switching operations.
- Participate in authorization panels.
- Handover and takeover of operational responsibility.
- Report Electrical Network commissioning progress and participate in commissioning meetings.
- Collaborate with O&M team to ensure conformance with Asset Operation requirements.
- Capture and transfer of experience during Commissioning into Asset Operations.
- Train O&M personnel, acts as mentor to junior Control Engineers and SAPs supporting their development in HV switching operations.
Requirements
- At least 3 years of experience in HV operation and management of networks up to 225KV.
- Experience as a Control Engineer and/or Senior Authorized Person up to 225kV.
- Strong knowledge of HV/LV transmission networks and power systems.
- Excellent understanding of electrical networks and Control & Protections.
- Qualified and authorised in electrical engineering.
- Experience in switching operations and electrical systems.
- Previous experience as Charge De Conduite is an advantage.
- Able to create excellent results through teamwork and develop good relationships with colleagues and external business partners.
- Able to speak read and write English fluently (French is strong advantage).
- Experience in offshore windfarm commissioning or operations.
- HTB accreditation acc. to NF C18-510 – H1, H1V, H2, H2V, HC, HE Test, HE Maneuver, HE Verification.
- GWO – WaH, SS, MH, FA, FF, Escape Shoot training.
