Job Title: Onshore Wind Development Manager
Location: Japan

Job Summary:
We are seeking a highly motivated and experienced Onshore Wind Development Manager to oversee the end-to-end development of onshore wind energy projects in Japan. This role involves managing the entire project lifecycle, from initial site identification and feasibility studies through to commissioning. The ideal candidate will have a deep understanding of Japan’s regulatory and permitting environment, strong project management skills, and a proven ability to lead multidisciplinary teams.

Key Responsibilities:

Initial Planning and Feasibility

  • Identify and evaluate potential onshore wind project sites, considering wind resource data, land availability, grid access, and environmental constraints.
  • Conduct preliminary feasibility studies, including resource assessments, environmental impact assessments, and grid connection evaluations.
  • Develop financial models to assess project viability and secure internal approvals.

Permitting and Approvals

  • Lead the preparation and submission of all necessary permits, including environmental impact assessments, land use approvals, and construction permits, in compliance with Japanese regulations.
  • Collaborate with local government agencies, municipalities, and stakeholders to ensure timely approval processes.
  • Build and maintain relationships with landowners, local communities, and regulatory bodies to address concerns and secure project support.

Project Development

  • Oversee detailed site investigations, including geotechnical, topographical, and environmental surveys.
  • Develop and manage project schedules, budgets, and risk assessments during the pre-construction phase.
  • Coordinate with internal teams and external consultants for technical design, procurement, and contracting strategies.

Procurement and Contracting

  • Prepare tender documents and manage procurement of turbines, balance of plant (BoP) components, and other equipment.
  • Negotiate contracts with suppliers, construction contractors, and other service providers.
  • Ensure compliance with local and international standards for equipment and construction.

Construction and Commissioning

  • Oversee construction activities, ensuring adherence to safety, quality, budget, and schedule requirements.
  • Coordinate with grid operators for successful grid connection and commissioning activities.
  • Conduct final inspections, resolve punch-list items, and ensure smooth handover to operations and maintenance teams.

Stakeholder Management

  • Maintain active engagement with local communities, addressing concerns and promoting project benefits.
  • Collaborate with internal and external stakeholders, including finance, legal, technical, and operations teams.
  • Represent the company at industry events, conferences, and public forums to promote project initiatives.

Qualifications and Experience:

  • Bachelor’s degree in engineering, environmental science, business, or a related field; advanced degree preferred.
  • Minimum of 5-7 years of experience in renewable energy project development, preferably in onshore wind.
  • Comprehensive understanding of Japan’s regulatory, permitting, and land acquisition processes.
  • Proven track record of managing projects through to commissioning in Japan.
  • Strong analytical, negotiation, and project management skills.
  • Excellent communication skills in both Japanese and English.

Preferred Skills:

  • Experience with energy storage or hybrid projects is a plus.
  • Strong stakeholder engagement and conflict resolution abilities.
