Role Overview
We are seeking an experienced Procurement Manager – Offshore Wind to be based in Tokyo. Reporting to the Regional Procurement Category Lead, this role will oversee procurement activities for offshore wind projects across the APAC region, with a strong focus on the Japanese market.

The successful candidate will develop and execute procurement strategies that maximise value, enhance local capabilities, and ensure alignment with corporate and project objectives. This is a highly collaborative position requiring strong commercial insight, stakeholder management, and a practical understanding of complex supply chains.

Key Responsibilities
* Lead planning and execution of procurement activities for offshore wind projects, ensuring compliance with regional procurement policies and project delivery goals.
* Coordinate closely with category managers, engineering, and project delivery teams to support timely and cost-effective sourcing.
* Identify, assess, and manage suppliers-particularly within Japan-to strengthen local content and supply chain competitiveness.
* Drive the tender and RfQ processes, from bid evaluation through to contract award and execution.
* Negotiate, draft, and manage procurement contracts in accordance with company standards and Japanese regulations.
* Monitor and update contract data, pricing, and tax-related records to ensure transparency and financial control.
* Implement supplier management frameworks, monitor performance, and lead initiatives to improve quality, delivery, and value.
* Work with internal stakeholders to identify procurement risks and implement mitigation strategies.
* Contribute to cost optimisation, innovation, and continuous improvement initiatives aimed at reducing LCOE.
* Develop long-term supplier partnerships that promote sustainability, safety, and local industry growth.

Requirements
* Bachelor’s degree in Supply Chain Management, Engineering, Business, or a related discipline.
* Minimum 8 years’ experience in strategic procurement or supply chain management, ideally within offshore wind or large-scale renewable projects.
* Strong understanding of Japanese procurement practices and international supply chain structures.
* Proven capability in contract negotiation, supplier management, and cost control.
* Excellent communication and stakeholder engagement skills across multicultural and cross-functional teams.
* Commercially astute with strong analytical and problem-solving abilities.
* Fluency in Japanese and English (spoken and written).
