Construction Manager for a leading Offshore Wind Farm developer, based in Scotland.

Responsibilities

  • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm within the Project. Ensure all activities are carried out in a safe and controlled manner in accordance with the project Health and Safety plan.
  • Participate in the HSE and Quality aspects of offshore activities and risk assessment and reviews (Design Reviews, HAZID, HAZOP, readiness review) and provide recommendations to the project regarding risks and opportunities related to the offshore site activities.
  • Ensure HSE rules are followed, and instructions are distributed and implemented correctly to all parties.
  • Develop, maintain and implement Construction Phase Plans including engaging internal stakeholders for their review, comment and approval and management of the construction phase activities in accordance with the approved Construction Phase Plan.
  • Schedule and manage all internal and external resources (resources/services/tools) necessary for the realisation of construction-related activities, with appropriate delegation to and management of specific specialists within other departments or subcontractors.
  • Ensure offshore activities are carried out according to the Project procedures as well as the contractual requirements and optimized to HSE, time and costs, including negotiation of contractual offshore site aspects.
  • Define, implement, and maintain the Offshore Construction Management Plan and associated procedures to coordinate the offshore site activities, and in particular a permit to work system ensuring a controlled handling of interfaces between different offshore works, packages, authorities, and contractors.
  • Ensure interfaces with other parties and work in direct interfaces, when required, with the relevant Project team members.
  • Preparation and implementation of a project-wide Emergency Response Co-ordination Plan.
  • Develop and manage the Marine Coordination Center.
  • Responsible for offshore site cleared of UXO prior to start of offshore construction activities to an ALARP (As Low As Reasonably Practical) level and provide certificate.
  • Regular reporting as per the Project procedures and as requested by the Project Manager and Director.
  • Ensure internal and external lessons learnt sessions are performed and actions are implemented to optimize the offshore site activities.
  • Be the key project member deciding order of precedence between Contractors' jobs in case of interference and is head of Management of Changes related to offshore operations.
  • Facilitate and ensure interfaces between contractors, port authorities, and State services (including Prefecture maritime) are done.
  • Make decisions and/or arbitrate offshore activities between contractors activities according to the project rules and interests, under the supervision of the EPCI Director and in collaboration with the EPCI Managers, Engineering Manager and Senior Contract Manager when required.
  • Manage the activities and scope of work of the Marine Warranty Surveyor and Vessel Auditors with regard to control of marine operations.
  • Liaise with Consent and Environment Manager to ensure all key consent conditions are discharged and complied with.
  • Coordinate and manage daily the offshore site activities in close cooperation with the Installation Managers Coordinators, the Commissioning Manager, the Marine Coordination under the supervision of the EPCI Director and in collaboration with the EPCI Managers.
  • Leading on regular construction project progress meetings with all stakeholders and preparing standard management reporting documents in relation to risks, progress, value and costs.
  • Liaison with the Asset Management team to ensure effective handover into the operational phase.
  • Compiling and maintaining peer reviewed estimated costs for the construction phase work into the project's cost models in support of decisions to proceed into the subsequent phase of the project lifecycle.
  • Providing input as required to business development activities related to project acquisitions, including preparation of construction budgets and assisting in the preparation of business case/investment decision papers.
  • Management of budget contingencies and commercial risks to ensure completion within budget and without claims.
  • Engagement with Supply chain, including providing Construction function input to Supply Chain activities to enable achievement of project milestones.
  • Establishment of a project-specific Marine Coordination & communications department, including specification of hardware, firmware, software and personnel requirements, and on-going management of this function.

Requirements

  • Bachelor or Masters Degree in Engineering, Naval Architecture or related discipline.
  • Chartered member of a relevant professional body and/or accreditation.
  • NEBOSH or equivalent certification, ideally C.MIOSH.
  • Offshore Survival & W@H certifications, i.e. BOSIET or GWO.
  • Extensive experience of construction management in the renewable energy industry (including but not exclusively offshore wind).
  • Good understanding of legal, technical and commercial issues and risks related to projects within the energy sector.
  • HSE management including experience of being responsible for HSE performance during construction.
  • Knowledge of offshore installation standards & Codes of Practice including Noble Denton Guidelines, SOLAS and IMCA requirements.
