Main Responsibilities:

  • Oversee preparation and obtaining all related permits such as EIA, Occupation Permit for Public Water, Cultural Heritage Assessment, Project Implementation Permit and all other permits for development and construction of offshore wind project, working with Consents Director
  • Negotiate and manage engineering and consents-related consultancy contracts and studies for development of wind farm
  • Lead meetings with external stakeholders, such as local authorities, legal firms, consultants, academia, local communities and NGOs
  • Prepare detailed development phase schedules and development risk overviews
  • Lead and manage processes for site assessment and project design envelope and design options
  • Plan and manage key site assessment studies (onshore and offshore)
  • Green field projects assessment and feasibility review and transaction negotiation for project M&A from local developer
  • Develop project design envelope with technical team
  • Identify land options and cable and substation siting / routes and participate in negotiations with Sr. grid manager

Key Tasks:

  • Manage, coordinate and prepare proposals for the permit applications
  • Coordinate environmental consultants and other external specialists to deliver successful surveys, environmental consents and other permits required for construction on time and to budget
  • Work with internal teams in Korea and at head office to assess and identify design options and mitigation strategies needed to obtain viable consents
  • Lead meetings and consultations with relevant external stakeholders, authorities and local community groups and residents relevant to the project
  • Work with commercial manager, legal and external advisors to secure land rights and leases for the projects
  • Assist in preparing plans and budgets to develop projects through to Financial Close
  • Have regular coordination with the Technical Director and alignment with the Consents Director


  • Degree educated in engineering related, economics or business management
  • Minimum 10 years professional work experience
  • Proven track record in early development of new capital projects including permits process
  • Experience in renewable energy or marine related projects a significant advantage
  • Exceptional verbal and written communication skills in English and Korean
  • Experience and track record in influencing, challenging and consulting relevant stakeholders at all levels including local community
  • Project management experience and ability to manage and deliver results through external consultants
  • Experience (or as a minimum good understanding) of the planning and consenting processes in Korea
  • Understanding of early stage project definition, design processes and optimisation.
  • Prepared to travel extensively for meetings and events around Korea
  • Good team player
  • Perseverance and an ability to prioritise and execute tasks in order to meet deadlines
  • Strong relationship management, networking and negotiation skills
  • Proactive and co-operative way of working and high attention to detail
