A Global Offshore Wind developer are looking to recruit a Development Manager who will be responsible for leading the project development team through pre-construction and construction phases, taking accountability of delivery and compliance of all onshore and offshore consents and licenses required for the construction and operation of the project.
This is a full time role based in Scotland.
Role
- Acquire all planning consents, licenses and permissions required for the construction and operation of the project.
- Discharge conditions associated with the project's planning consents, licenses and permissions in the timescales required for project construction and operation.
- Working with the project's Stakeholder Manager, take a leading role in engaging with external stakeholders in the above matters.
- Monitor project pre-construction and construction activities to ensure compliance with conditions and constraints associated with the project's consents, licenses and planning permissions.
- Lead the handover from the construction phase of the project into operations and maintenance for all associated consenting activities, processes and documents.
- Define resource required to deliver the above and organise that resource, working with the project procurement team and other functions/package where required.
- Develop and manage contracts for specialist consultancy support, including taking associated budget and programme responsibility.
- Support major work package procurement processes by providing input to tender documents and undertaking review of supply chain proposals.
- Report on project development activities within the project and to external stakeholders as required.
- Working with project controls, develop and assess programme scenarios and associated risk for the project.
- Working with project controls, support the development of cost estimates for project development activities.
- Lead the consenting activities associated with the OFTO asset transaction process.
- Support technical due diligence processes.
Requirements
- BSc/Beng/MSc degree in Biological Sciences, Physical Sciences, Environmental Engineering, Law, or Business Administration.
Experience in a multi-disciplinary project environment is required. Demonstrable knowledge in all of the following areas is required:
- Planning and consenting processes associated with onshore and offshore transmission assets.
- Legislation and best practices associated with planning and environmental management.
- Wind farm and transmission asset construction methods and timescales.
- The offshore transmission regulatory regime.
- The CDM (Construction Design and Management) Regulations, including a demonstrable understanding of health, safety and environmental best practice.
