One of the largest offshore wind developers globally are looking to on-board an Offshore Consent Manager to support offshore consenting activity on current and future offshore wind projects. The role will support the many aspects of project development, construction and operation including delivering and maintaining the necessary consents for the project.
Role
- Full responsibility for offshore aspects of Environmental Impact Assessment and Appropriate Assessment (Habitats Directive) in order to deliver and implement robust and deliverable Development Consent Applications and associated licences
- Contribute and where appropriate lead on relevant aspects of the drafting of consent application documents
- Leading on offshore consenting aspects for examination
- Responsible for securing additional environmental consents and licences as may be required through the development, construction and /or operation of the project
- Principle liaison and negotiation with the fishing industry and third-party offshore operators to secure necessary commercial agreements.
- Liaison with project engineers to define the offshore aspects of the project's consent envelope.
- Interface management within the Project to ensure communication between the relevant work package managers, contractors, consenting consultants and key stakeholders
- Delivery of required pre-construction plans and discharge of consent conditions and requirements to enable FID
- Manage additional consent and licence applications and Licence variation requests
- Interface with Engineering, Procurement and Commercial teams as appropriate to ensure consenting requirements are included within tender documentation
- To specify work packages and support the procurement process for the appointment of third-party consultancy services and data contracts
- To manage (quality, time and budget) third-party consultancy service and data contracts
- Interface management within the project to ensure consent and environmental assessment issues are clearly presented to relevant work package managers, contractors, consultants and key stakeholders
- Development, implementation and day-to-day management of the offshore consents plan and programme, including delivery of key consents milestones in order to achieve consent
- Develop strong working relationships across the Project to ensure consent requirements are integrated into all relevant contracts and project design
- Management of offshore surveys, survey methodologies and collection of offshore data, ensuring that any offshore survey work procured by the offshore consents team is conducted in a safe and efficient manner
- Engagement with key project stakeholders and statutory bodies in order to develop cooperative relationships and deliver consents
- Ensure compliance with any consent requirements and licence conditions during development through liaison with statutory authorities, package managers and contractors
- Programme reporting, risk management and budget management for relevant offshore workstreams
Requirements
- Qualified to at least tertiary level (NFQ level 8) in a relevant discipline (planning and/or engineering and/or scientific discipline)
- Demonstrable experience in the delivery of infrastructure projects in the coastal/marine environment in Ireland
- Experience in preparing and supporting consent applications (including for example strategic infrastructure planning applications, maritime area consent, DaS or foreshore lease/licence applications) in Ireland
- Experience in the delivery of stakeholder engagement strategies in a positive and proactive manner to build lasting relationships
- Strong organisational, communication, interpersonal and relationship-building
- Excellent report writing, quality assurance, commercial and data management techniques
- Good people management skills including motivational and support skills
- Analytical skills - the ability to work to a high level of accuracy and to produce a high standard of written work
- Evidence of success in forming and maintaining working relationships in a multi-disciplinary environment
- Strong organisational skills with the ability to organise work to meet deadlines
- Ability to plan workload and maintain effective workstream delivery when uncertainty arises
- The ability to respond to changing priorities and demands and adopt a flexible approach to working
