Key tasks:

  • HSE performance through design and implementation to eliminate or reduce risks during construction, operation and maintenance
  • Responsible for planning, time schedule and budget control of the offshore substations and associated electrical systems and equipment, and structural and mechanical works
  • Responsible for building up local supply chain engagement plan for the offshore substation works, for organising and executing of requests for quotation to obtain budgetary information
  • Contribute to the identification and management of technical and commercial risks, issues and impacts of the project
  • Coordination of multi-disciplinary company resources and inputs to the project from within central engineering, project management, HSE, procurement and controlling functions
  • Manage the multidisciplinary engineering team that executes the package
  • Transfer lessons learned from other offshore projects into the project team
  • Responsible for the assessment of electrical system and structural design, manufacturing control, installation concept and commissioning
  • Responsible to implement all possible cost reduction initiatives, in order to prepare the most cost efficient CAPEX and OPEX for the electrical package considered for bid preparation and FID
  • Responsible for the substation package design, tender preparation, evaluation and contract negotiation; in addition you shall provide inputs into the rest of project packages during design phase and to define the working interfaces with them
  • Contribution to the identification and management of package risks, issues and impacts of the package in the project
  • Ensure Contractors' cooperation to execute the HSE Project Plan and be able to quickly react on observed non-conformities, using the relevant system and regulations, and also to involve the relevant people within the entire organisation
  • Co-ordinate and manage interfaces with other major construction packages, such as foundations and cabling, in co-operation with other package managers
  • Check and approve the documentation of the substation package in the document management system
  • Manage handover of the offshore substation to the operations team: training and familiarisation, workshops to extensively cover scope, as-built documentation, spare parts and consumables, snags and hazards, and risks transfer


  • Experience on large, complex capital projects through development and construction phase
  • Experience of HV and EHV transmission systems and associated offshore works in Taiwan
  • Knowledge of grid infrastructure and grid code
  • Strong level of competency in contract management, claims management, negotiation techniques and dispute resolution methodologies
  • Strong influencing and negotiation skills with supplier and operators
  • Strong project management skills
  • Strong organisational and prioritising skills
  • Excellent IT and presentation skills
  • Business proficient in English
  • A flexible approach to work and willingness to travel frequently within Taiwan and abroad

Desirable skills:

  • Degree in Electrical Engineering or closely related
  • Renewable energy/offshore wind farm experience
  • Demonstrable experience of working effectively in an international business
  • Knowledge of related Taiwanese civil and structural codes, and localisation rules
  • Fluent in Mandarin
