In this capacity, the Procurement Specialist shall be responsible to ensure the company project has the right material, equipment, and contracts services to the best total cost of acquisition (TCA) for the project.

Specifically, but not limited to:
IRP activities

  • Manage and coordinate the local content activities and updates with internal and external stakeholders
  • Support IRP submission preparations including
    • Conditional contract with local suppliers
    • IRP submission documents preparation
    • Reports to local content authorities
  • Follow up on IRP commitments and milestones with Local suppliers (BoP, WTG OEM, ONSS components)
  • Provide the local content updates to IDB on quarterly basis, identify and follow up on the actions with internal and external stakeholders
  • Participate in the meetings with local government agencies and institutions such as IDB, BOE, MOEA, MOTC, TIPC, ITRI, MIRDC, etc.

Procurement activities

  • Participate and support in the commercial and technical meetings with external stakeholders and its key local subcontractors
  • Update the contract list and track the status of completed, ongoing and future contracts
  • Support in Supplier identification for tenders, both local Taiwan and foreign
  • Support in Supplier Prequalification process for (local) Supply Chain and support the preparation of Approved Vendor List.
  • Participate in the supplier/contractor due diligence including but not limited to the documents review, site visit, etc.
  • Provide support to the contract negotiation process with selected contractors for local contracts, supported by contract managers.
    • Offer comparison charts: Price, delivery, Terms of Payment, etc.
    • Redacting Preferred supplier recommendation report for Management approval
  • Support in conducting research, drafting report and presentations
  • Coordinate meetings with suppliers and government related reviews
  • Prepare meeting summary and follow up on important actions/decisions from meetings
  • Prepare purchase orders and assist in accounting, tracking cost and time, and project budgeting
  • Provide onboard training to new project members


  • Native Mandarin and strong command of English
  • Experience in complex, multi-disciplinary Joint Venture projects
  • 3+ years of experience in relevant and similar fields of work
  • Experience working in utility / energy / engineering industry.
  • Ability to manage complex projects requiring frequent communication, organisation, time management and problem-solving skills.
  • Experience in deal origination and price negotiation.
  • Proven track record for cultivating strong relationships with key client and supplier stakeholders that have resulted in high customer satisfaction.
  • High level of competence in drafting and interpreting commercial contracts.
