HR Administrator (Global Mobility in Offshore Wind Industry)

Responsibilities:

  • Serve as the initial point of contact for all HR administrative issues.
  • Build and maintain positive, professional relationships with all stakeholders.
  • Coordinate across various departments to fulfill HR operational and training requirements.
  • Oversee and refine the HR induction, training, and onboarding processes for new hires, including expatriates, contractors, and permanent staff.
  • Assist employees with training logistics, scheduling, and supplier recommendations.
  • Continuously evaluate HR administrative procedures to ensure they are current and compliant, proposing adjustments as needed.
  • Track and manage employee changes including transfers, absences, and terminations.
  • Handle Personnel Action Notices (PAN) for hiring, promotions, salary adjustments, and bonuses, including necessary documentation.
  • Analyze salary discrepancies, maintain salary benchmarks, and suggest necessary adjustments.
  • Manage local timesheets, overtime, and additional payments, and prepare consolidated reports for payroll as required.
  • Ensure that employment contracts are processed accurately and timely, and verify compliance with local laws, company policies, and procedures.
  • Oversee the hiring and management of recruitment and outplacement agencies in Taiwan.
  • Manage expatriate assignments and maintain records in accordance with global mobility requirements, including relocation, visa services, and housing.
  • Coordinate contractor assignments, including order confirmations, timesheets, expense claims, and invoice validation.
  • Ensure adherence to local laws and compliance with all relevant company policies and procedures.
  • Prepare monthly HR audit files for review by Senior HR or HR Business Partner.
  • Participate in special projects and handle disciplinary and grievance issues as required.
  • Safeguard confidentiality and data integrity across all operations.

Qualifications and Skills:

  • Degree in a relevant field.
  • Fluent in English with advanced proficiency in speaking, reading, and writing.
  • Proven experience in HR operations, including shared services, payroll, and systems (SAP experience is a plus).
  • Familiarity with the Taiwan Labor Standard Act and experience with global mobility and international staffing.
  • Ability to manage complex workloads and maintain high levels of customer service.
  • Discretion and trustworthiness with sensitive information.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Proactive and adaptable, with a focus on client satisfaction.
