Procurement & Contract Manager for a major offshore wind project in The United Kingdom

Responsibilities

  • Work within the procurement function for the project as a member of the Procurement Team, reporting to the Senior Procurement Manager.
  • Responsible for providing a comprehensive procurement service to deliver the SMA.
  • Managing the negotiation of the SMA contract for the WTG package in consultation with the wider project team and TTE’s SMA Team in accordance with best-value and approved procedures. The Call for Tender (CfT) is in progress and the main responsibilities of the Procurement & Contract Manager is as follows:
  • Support the development of the MSA CoC in readiness for TTE awarding the SMA;
  • Negotiate the TSA following completion of the S<A to ensure a fully developed and ready to be awarded SMA;
  • Leading the evaluation of commercial element of bids and co-ordinating inputs from the wider evaluation team (technical, legal, HSE) to inform down selection and appointment of the Preferred Bidder;
  • Leading the negotiation of the commercial terms with the bidders and preferred suppliers to the point of FID and Contract Award;
  • Delivering the TSA in accordance with the project program to support participation in the CfD auction and internal approval processes;
  • Managing the Early Works Agreement post award to ensure timely provision of the agreed deliverables.
  • Working closely with the internal team negotiating the TSA to ensure the interfaces and commercial risks are appropriately captured between the TSA and SMA;
  • Writing Down selection and Contract Award Recommendations which will seek approval from the Project Director / Shareholders and the Project Board to award contracts.

Minimum Requirements:
* Knowledge of and a proven track record in managing procurement activities from identification of requirements through to contract award. With knowledge and experience in the offshore wind market and specific experience of negotiating and / or managing a SMA. This could be working for a developer or a WTG Original Equipment Manufacturer.
* Ability to build effective relationships and be a team player at all levels both within the project and with suppliers.
* Proven ability to communicate at all levels both written and verbally.
* A strong results focus supported by relevant commercial skills and knowledge required to deliver value to the project, specifically to develop the SAA and OSA agreements.
* A proven ability to lead and conduct successful commercial negotiations with WTG OEMs in the arena of SMAs.
