TH awarded contract to supply geophysical Client Reps for ELWIND offshore wind project

Taylor Hopkinson delivers offshore survey expertise for the pioneering Estonian–Latvian ELWIND project.

Taylor Hopkinson has been awarded the contract to supply geophysical Client Representatives for ELWIND – a joint Estonian-Latvian state-run cross-border offshore wind project aiming to raise energy independence in the region by increasing production of green energy and improving transnational electricity connectivity.

The offshore wind project is expected to accommodate 20 to 100 turbines, generating between 400 and 1,000MW of renewables capacity, and will establish a fourth electricity interconnector between the two countries.

The geophysical survey campaign, valued at approximately €3.66 million, began in September 2025 and is running for around two months.

Taylor Hopkinson specialists will act as Client Representatives to the project developers, Estonia’s Environmental Investment Centre and the Investment and Development Agency of Latvia, during the surveys, ensuring quality assurance, safety oversight, and compliance with industry standards.

The surveys will deliver high-resolution bathymetric and seismo-acoustic data, enabling the creation of a detailed ground model for ELWIND. This will identify potential hazards such as rocks, wrecks, unexploded ordnance, and chemical warfare remnants, while also providing environmental baseline data on sediment characterisation and benthic habitats. The findings will de-risk future geotechnical campaigns and guide concept-phase engineering and design.
