Taylor Hopkinson is recruiting for a Technical Manager to work with a leading energy business. The position is based in Paris, although other European locations can be considered depending on suitability.

The Role

The Technical Manager will manage the delivery of technical services provided by our client to one of its recently formed joint venture (JV) companies for the purposes of acquiring, developing, and building offshore wind assets in Europe. Services to include sourcing and overseeing external consultants performing technical studies, standing up project teams, and coordinating internal subject matter experts to consult on technical and project development matters.

Key responsibilities: 

  • Managing the Service Level Agreement (SLA) in place between our client's Projects and JV. 
  • Acting as key point of contact with the JV to deliver technical services. 
  • Experience working for or with one or more leading consultancies in offshore wind and/or:
  •  Experience working within the procurement division of a leading offshore wind developer, with responsibility for managing supplier arrangements with consultancies. 
  • Working with Supply Chain Management, establish contractual relationships with and prequalify consultants to perform project management and technical services work as needed by the JV. 
  • Coordinate with internal subject matter experts (supply chain, environment, public affairs, safely, credit) to provide consulting and project management services as needed by the JV.
  • Providing project development services to the JV including the development of: 
  • Schedules and critical path analysis. 
  • Cost estimates and budgets adhering to project controls and reporting processes. 
  • Project scopes of work and execution plans. 
  • Organization charts and resource plans. 
  • Risk matrices and contingency budgets. 
  • Scenario analysis and planning
  • Provide project execution services to the JV including: 
  • Project management and execution of project strategy based on pre-approved budget, deliverables requirements, safety/quality standards and risk profile. 
  • Lead and manage project team(s). 
  • Development of Project Specific Services Agreements. 
  • Work with consultants and subject matter experts to develop employer requirements including design standards. 
  • Ensure process safety and quality adhere to company and JV requirements and align with business objectives. 
  • Perform cold eyes reviews on technical / project management aspects on projects upon request and provide recommendations

The Requirements:

  • Significant experience in technical services or supply chain management role. 
  • Demonstrable experience in offshore wind industry. 
  • Experience working for or with one or more leading consultancies in offshore wind and/or: 
  • Experience working within the procurement division of a leading offshore wind developer, with responsibility for managing supplier arrangements with consultancies. 
  • Strong network and market knowledge of supply chain of consultancies. 
  • High level project management capabilities. 
  • Ability to lead and manage a team of consultants and internal resources. 
  • Proven capability to manage a budget. 
  • Ability to be based in Paris, or possibly another suitable European location with regular travel.
