The HV Systems Commissioning Engineer shall report directly to the ONS Commissioning Lead, whilst being the primary point of contact for both the Site Supervision and the EPC commissioning teams on site at the onshore substation.

The ONS Commissioning Lead will be based at the EPC Contractors Site Office in Taiwan. The assignment period will be 8 months with a possible extension to 12 months and beyond. This position is full time in Taiwan, with occasional weekend working as required.

The Role

  • Review of all ONS HV Systems Commissioning Documentation
  • Provide Client Direction and Expert Knowledge to the EPC Contractor for all HV Systems Commissioning Activities, Associated Procedures and Protocols
  • Manage Change Control during Testing & Commissioning
  • Sign off all Testing & Inspection Documentation to confirm that the commissioning activities have been witnessed and satisfactory completed. This may include attendance of offsite FAT's for HV apparatus and equipment
  • Co-ordination of testing, Inspection, commissioning, and energisation activities to ensure they are completed on time to avoid delays on the main program
  • Daily monitoring and provision of guidance to project & EPC site supervision teams, to ensure the electrical and mechanical installation work associated with the HV systems are installed in line with the design, relevant technical standards and standard industry practice
  • Punch Listing & Quality Assurance
  • Co-ordination of Commissioning Activities and Interfaces Commissioning to Ancillary & SCADA Systems
  • Agreeing Release of Systems into service in Co-ordination with Commissioning Manager & ONS Commissioning Lead
  • Ensuring a Safe System of Work is in place and maintained for all commissioning and HV energisation activities
  • Primary point of Contact for the Management and Co-ordination of Commissioning activities with both project ONS Commissioning Lead & EPC Commissioning Teams
  • Promote safe working practices, ensure full implementation and compliance with project requirements, local legislation, and Best Practice
  • Ensure that all site tasks are undertaken in accordance with the planned safe method of working and in accordance with the RAMS
  • Participate in regular HSE meetings as require
  • Ensure that accident / incident reporting and investigations are undertaken in a timely manner and that issues arising are addressed in a timely manner
  • Participate in the reporting of Safety Observation Cards and encourage contractors and sub-contractor's personnel to submit observation
  • Ensure that stipulated PPE is worn by all personnel in compliance with project requirements and legislation
  • Ensure that mandatory training and competency certification for all site staff are valid and copies available
  • Ensure that all plant and equipment are suitable and 'in date' for the allocated task
  • Be prepared to Stop the Works / pause / Take 5 as require
  • Ensure that health and safety considerations are prioritised in construction and engineering decision making processes

The requirements

  • Minimum of HNC in Electrical Engineering with significant years industry related experience of which several which must be in a HV System hands-on commissioning role
  • Ideally qualified as an SAP up to 132kV but as a minimum must be fully conversant with HV Safety Rules and achieving Safety from the System
  • Experience of leading commissioning activities with specific focus on power systems (HV & EHV) including associated ancillary and SCADA systems on wind power projects
  • Capable and experienced in the production of test procedures directly from schematic diagrams and cable schedules for protection, control, indication, alarm, interlocking and SCADA interface circuits
  • Excellent communication skills are essential, ideally with experience within South East Asia
  • Fluent Chinese Mandarin speaker would be highly desirable but not essential
  • Strong knowledge of relevant British and International technical standards
