We are looking for a Senior Regulatory Affairs Manager in Japan who will be responsible for government relations with exposure to issues relevant to renewable energy development (particularly offshore wind), construction and operations within the Japanese market.

Accountabilities

  • Be a senior representative for renewable energy topics in Japan, engaging externally towards government & regulatory bodies, and in industry associations in coordination with Regulatory Affairs and the Country Manager
  • Monitor and report to the Asia-Pacific Regulatory Affairs team and the local business on key regulatory risks and opportunities in Japan, based on a wide range of reported sources and interactions with key stakeholders
  • Distill regulatory intelligence into key messages, summarise major new policies and political developments, and report back to internal stakeholders both verbally and in writing in clear, succinct language
  • Exercise acute local market and political insights to assess implications and in collaboration with the Asia-Pacific Regulatory Affairs team and local colleagues; build up group positions on key regulatory topics
  • Provide input and support during project identification and assessment on national and local authorities engagement, METI and any other relevant public-sector stakeholders
  • Provide responses to consultation processes by METI, actively engaging with all parties to lobby for and deliver preferred positions
  • Anticipate potential risks due to market regulatory framework changes, media and public opinion for project development and potential acquisitions
  • Work constructively in dynamic team environment to develop wind projects from inception to full commercial operation
  • Lead and promote our high HSE standards and procedures for renewable energy; share local insights and ensure that global best practices and learnings are implemented locally
  • Governance & Administration: Assist in the creation of a highly-effective local renewable energy development, construction management and at a later stage operations organization in accordance with policies and procedures

Qualifications

  • At least 5+ years of relevant experience managing external advisors, developers, and/or local and national government departments and agencies is required
  • Stakeholder management experience with exposure to issues relevant to renewable energy Development, Construction and Operations within the Japanese market; existing relevant network in the renewable market is a must have
  • Familiarity with the regulatory environment, politics, law and other issues that impact development of renewable energy projects
  • Strong negotiation skills with ability to persuade through consensus building
  • Strong interpersonal, presentation and communication skills which enable effective internal collaboration, local outreach programs with potential energy customers, community leaders and local organizations
  • Experience in working with clients, managing internal stakeholders and working in international teams would be required
  • Excellent organizational and time management skills, highly adaptable and used to working in multiple projects simultaneously with different deadlines
  • Acting comfortably in cross-cultural teams, collaborating across country boundaries with a sense for diversity and inclusion; ability to building and maintain a contact network and business relationships
  • Excellent oral and written skills in Japanese and English is a must
